I think you are having the battle against General Elliot. I don't remember it being hard, although the boss is a tough guy. Tough bosses that counterattack often and for a lot of damage can be quite tricky (this can be quite the problem in Fire Emblem where counterattacks are automatically present)!
You get to clash at the middle of the field with only some of the enemy units sent forward, then can mop up the rest and then pile everyone on the boss. Can you be more specific about the problem you had? I assume it is the boss itself causing you problems but maybe it is something else.
On Promotion:
You should probably hold off promoting people until level 15 or so, and if you want to learn more spells then wait until 20. When you promote them they actually LOSE stats (this is unlike Fire Emblem), and in my case almost all of them only started to recover after level 5 post-promotion (but then they often had significant jumps in stats). A very important issue is that unpromoted units can not equip advanced weapons. For most of your non-magic units that matters quite a bit for their Attack stat (and for special ones such as Max, which has offensive spells but is mostly melee - still I only promoted Max at 20 anyhow).

when you promote them effects how much they will gain with each level including which spells they will learn in the case of mages.
