VSync definitely creates a good deal of input lag, playing the game at this monitor's native resolution with VSync off seems to work well for the most part. My brother was playing with VSync on for the longest time, once we made the switch he found things a lot easier. 
But if you mean you're encountering input lag even after turning VSync off, then I'm not sure what would be causing that. Is it sporadic or constant?
EDIT: NVM, saw your post on Sega-16 and understand your situation a bit more. I've run into spots of control lag (and just general choppiness) as well. Our hardware isn't the best but I'm in a similar situation, where stuff like Battlefield 3 runs just fine. This game clearly wasn't optimized all that well for PC, and could benefit from a lot more options.
Right now the only tweak I can recommend is using something like "Game Booster" or just manually disabling unneeded background services and raising the priority of SonicGenerations.exe. Hopefully there's some better recommendations/tweaks out there (maybe even a patch at some point), beyond "buy better hardware".

You may experience little slow downs in highly detailed sections of the game. There is nothing wrong with your system, it’s an engine issue probably and will be fixed after the developer patches the game.
2# How To Edit Config Files ?
Go to C:\Program Files (x86)\Steam\steamapps\common\sonic generations and you will find StatsConfig.cfg, GraphicsConfig.cfg, AudioConfig.cfg, and DefaultInput.cfg. Back Up these files and edit them appropriately. You can’t exchange these files with your friends since they contain a hardware string that is specific to your computer.
3# Game is Currently Unavailable
Verify the integrity of the game cache.
4# Critical Error! Game files either missing or corrupt please reinstall!
Do as said, or verify the integrity of the game cache. If it still doesn’t work, delete the sonic generations folder or exe and verify the integrity of the game cache.
5# Random Framerate Drop
Some of you may experience constant framerates drop after the game starts. This has been widely reported by the ATI users so my guess is a driver conflict – try updating the drivers or downgrading them to a more stable version if you have installed the beta drivers.

If you can’t start the configuration tool for some reason, you can try these workarounds:
Delete the config tool and verify the integrity of the game cache.
Start the config tool as admin.
Verify the integrity of the game cache – In case it is occurring due to a missing or corrupted file.
Try to exchange config tool with any of your friends who have a working game and config tool of Sonic Generations.
8# Configuration Tool Crashes
If you have USB Controller or Adapter plugged into your system when you run Sonic Generations, unplug it or otherwise the configuration tool will crash when you click close/start and will not save the settings.
9# Sonic Generation Crashes on Launch – Crash To Desktop
Unplug any USB device connected to your PC.
10# Sonic Generation Black Screen At Start Up
Make sure you have set the graphics settings in your Nvidia and Catalyst control panel to application controlled or you may get Black Screen at start-up instead of the main menu.
11# Online Mode Crashes
If you are experiencing continuous crashes when you try to dive in Sonic Generations online mode, you should make sure that your firewall or any security program is not blocking Sonic Generations.

I might be able to play with you around Christmas time Noise. I'm swamped with work right now. I'm eager to play Sonic Generations, but I don't have the time to commit to it until december.
I'll be playing the PC version since I don't have any current gen consoles. I hope my PC is up to spec.

I found the earlier levels better with modern sonic and the later levels better with classic sonic.
Speed highway and city escape are awesome.
The game starts to fall apart when they try to inject difficulty into it though. Which is something they've had problems with since sonic was created.
It's kind of ironic that a game meant to celebrate sonic's history includes a level from Sonic 06 though.
This is still the best sonic game since SA2 though (probably better) and I hope they work out the few flaws (they won't). I'm still not a fan of the clutter of moves and abilities that get used only once or twice in the game. The classic games always gave you your set set of abilities, and you used them to operate a variety of devices. But there's too many places in this game where you get "HIT Y!" to perform some level specific ability like the rocket in the sonic colors level. The Lightspeed dash was great in SA2 (when it responded) but here it's used like 3 times in one level.
Also the last boss sucks and I have no idea what I'm supposed to do. They should have just made it an updated doomsday zone.
I think they have a good formula to follow even if they don't do another "generations" game. Just have sonic play the 'modern' stages, and tails or knuckles play the 'classic' levels.
