The FCC already has rules in place requiring network neutrality. They'll be enforced the same way other FCC rules are enforced, fines for noncompliance. This has yet to happen though.
I'm not sure how much I like the FCC being able to effectively create new law without Congress. It's hard to choose between an executive power grab, and a corporate power grab.

Unfortunately, for every good vote my senator casts, I can find about a dozen harmful votes. I can't reward Ben Nelson for his nay vote on this issue, without condoning everything else he's done. This is why we need direct democracy. We have the technology.

I dunno, direct democracy could make things worse. Right now we can blame "those idiot politicians" when a law comes down against the side we support. But when we realize that half the country disagrees with us? That could be a real source of unrest and conflict.
