If you want modern great 2D gameplay you just gotta start digging around in the indie PC scene.

...even if like half of the games are shoddy cave story wannabes.

At the end of the day these graphics are a design choice, if it doesn't work out then the developer is to blame, I'll be fair the graphics work well with some games. I know a lot of XBLA indie games go with this old school look and some of them try and replicate the gameplay. I found platformance to be interesting, it mixes looks together you have bit sprites but drawn backgrounds, in a way it is a good design choice because with that graphical style it is easier to get the collision detection spot on and in turn it makes it easier to judge obsticles.
I also played lazer cat, it has that pixel look to it but it mixes it with the glowing colours, also I find the gameplay to be a lot like Manic Miner, Jet Set Willy and Montezuma's Revenge.
It's a very interesting thing to see, some games try to be really old school but they normally get ignored probably because they are either not very good or because they are generic I dunno. Either way it is the games which try and to mix old school and new school that have the most interesting outcomes.

Rayman Origins seems to be going this route to a degree, and it simply looks amazing.
There's been a lot of games like that recently. Batman Brave and the Bold, Sonic 4, Kirby's Epic Yarn, Muramasa, Wario Land Shake. . .

what do you mean? There were tons of great 2D games on GBA.
I missed this one. I was hoping for a revival of 2D games on consoles as a result of the GBA.
