Actually, if I'm not mistaken, the spoken dialogue was already in English in the original Japanese version, which I'm sure was a relief to the translation team!
As for the SNES ToP being a technical marvel for its audio... I believe it was also a technical marvel for its graphics as well. I remember the graphics blowing me away as much as the audio did way back when I first played it all those years ago.
