Indigo Prophecy does at first, but it falls apart about half way through. Trapt has more of the trappings, but I just can't bring myself to call it that.
Admittedly, they are a debatable. I think they both have pretty strong horror elements, and I'm mentioning them here only because Blurz has already heard of so many of the games I would think to mention.
I've not played Trapt, but I'm familiar with its predecessors and I feel like those games are really their own genre.

If Indigo Prophecy is anything like Heavy Rain(which I really enjoyed), it's more thriller than horror, and a lot of those thrills are from quick time events, not really a horror game staple.

I see the similarities though with both games

Trapt, Kagero, and Deception are all about using environmental traps to gruesomely snare enemies. This could be its own genre. They do not feel like survival horror games in their gameplay, but they are horror games in content.

Similarly, Indigo Prophecy is more of a criminal detective game, but there are some elements to it that suggest something dark, sinister, and occult-related is controlling the murderer in the beginning of the game, so it also has horror elements without being part of the survival horror genre.

I guess I see horror games as a broader classification than survival horror, so less typical games also come to mind for me, like Killer 7 or Indigo Prophecy. A lot of the PC games I mentioned are point & click adventures that simply have a horror bent. I don't think many of them are even particularly that scary as the point & click genre is better suited for mystery in my opinion, but I got the sense that these are the kind of games Blurz was requesting.

How about games with horror themes? Stuff like luigis mansion or curse of blackmoor manor, tame games with horror influences?

Surprised you're the only one to bring this up! Definitely agreed, probably some of the scariest games I've ever played since it's more supernatural, weird horror, rather just cheap jump scares.

If you don't mind going the shooter route, the PS2 game Ghosthunter is well worth checking out. And then there's the pseudo-Luigi's Mansion clone from Disney, Disney's Haunted Mansion.

I really liked the first Shadow Hearts game on the ps2. Has a pretty nice horror theme to it, but not really scary. Pretty fun combat system too, a bit of an evolution on Legend of Dragoon.

There is also the Shin Megami series if you like rpgs. I wouldn't call them horror per-se, but they are pretty damn weird/creepy at times. Nocturne and Digital Devil Saga would be my recommendations.

Parasite Eve might be a little too close to shooter for you, but I had a lot of fun with that one as well.
