Dub is japanese, the text is english. If you want to play it with japanese text you have to buy the japanese version.

Tetris Attack on the SNES let's you choose between english and japanese

Add Resonance Of Fate to the list, japanese and english dub options with japanese and english subtitles.

Great thread, made an account just to add $.02

I'm currently looking for Japanese-language non-import games too, and thanks to this thread will play Super Metroid and Soul Caliber (yes, I never played Super Metroid back in the day, for shame).

I'll add the following to the list:
Phantasy Star Online Ep3 C.A.R.D Revolution has a complete Japanese mode
Well-known but worth repeating, Sin & Punishment on the Virtual Console is all Japanese.

That's all I'm aware of currently. Please keep posting!

Bushido Blade on PSX has awesome Japanese voice overs with English subtitles (NTSC-U and PAL versions obviously)

Alternatively, not exactly retro, but on BitGamer you can get UNDUB versions of newer RPGs like Final Fantasy 12, where the original Japanese voice overs have been reinstated along with English subtitles.

Sakura Wars for PS2 has a Japanese language option. I seem to remember Star Ocean Second Story had this option too but I could be misremembering.

Why not just import games that haven't got a snowballs chance in hell of coming over here?

I think, emulation-wise, M.I.J.E.T.'s translations http://www.romhacking.net/community/519/ tend to have an option for both languages.

I'm pretty certain almost all the Nippon Ichi RPG/SRPGs have it, namely:

Disgaea (1,2,3)
La Pucelle Tactics
Phantom Brave
Makai Kingdom
Atelier series
Cross Edge
