Final Fantasy Anthology is not a NA exclusive, it was released in PAL zones as well, however it had IV and V in it rather than V and VI, VI had its own release in PAL zones on the PS1. Chrono Trigger was a no show again (It wasn't released on the SNES either in PAL Zones).
EDIT: Also I imagine it was bundled with it since FF was the biggest name then (really still is) everyone was trying to grab any game they could with its name on it, since many people might have missed out on CT they packaged it with it to get people playing the game through the FF name.
