The new Marvel vs Capcom 3 has this option too. Dunno if you can do this in SFIV, but you can specifically set each character to English/Japanese any way you want, pretty cool.

Hmm, I'm guessing that you just want games that are in both English and Japanese to help you learn, right? So it shouldn't matter if it is natively in Japanese, but has an option for English?
If that is acceptable, then Wizardry: Llylgamyn Saga (remake of the first three Wizardry games) for the Saturn has an option for English text. The PC and PS versions might have the option as well, but I cannot verify that is the case.
Maybe others know of more games like this that should still get you what you are looking for.

The main purpose of this thread is to find games available in North America that have Japanese (whether its the only available language or an optional one). I like to practice Japanese by playing games but most of the times importing is more expensive than buying domestically and I like to save money where I can. Also, there are a number of systems where playing imports isn't easy so knowing which domestic games have Japanese increases the number of games I can use for practice.
So far the recommendation of FFI on PSP will save me money because the NA version is cheaper than the JP version. The recommendation of Odin Sphere falls under the second example as I don't have the capability of playing Japanese PS2 games. Hope that makes things a little more clear.

I can confirm it. I own FFI for PSP.
I can confirm that FFII for PSP also has Japanese and Japanese Kana language options since that one happens to be chillin in my PSP right now.
