The anime was produced at the same time as the manga, so to avoid getting ahead of the story they'd cram it with all sorts of filler and other stuff. That's why the anime was so poorly paced.

For DBZ, they added A LOT to make the show last longer, all those 10 minute screams and powerups were not in the manga. There were full arcs that were not in the manga. Garlic Jr. was made up for the show. This is why Kai is better. Cuts all that shit out.
But it also cuts out all the in-between fun side story episodes :(
That is true, I will admit there were some really fun filler episodes (Goku and Piccolo trying to get their driver's licences) but there was way more bad than good.
