I agree with pretty much all that, but RE4 set my expectations for future iterations so incredibly low that that it made it so I couldn't possibly be disappointed yet again. It pretty much told me "Hey, RE is now a generic shooter. Enjoy", so I just did my best to attempt to do so. I guess it's understandable how you felt about it that way then. For me I thought RE4 was amazing stuff, gameplay wise and all. The RE series has never been anything to take too seriously and RE4 was no exception, with Leon's awesome one liners, silly things like that, but it was still charming in the end to me (kind of like the DMC games).
