There's the old Ford Simulator series for MS-DOS. Quarantine and its sequel Road Warrior also involve driving without racing, although you won't get anywhere without doing some missions rather than just driving around. Also, Atari's classic Night Driver might fit your bill.

My favorite game for driving around aimlessly is Midnight Club 3. You can choose to race if you want, but otherwise you are welcome to just drive around the city streets. There are excellent radio stations and big open worlds. It's great fun, especially if you have a steering wheel controller.

Driver 1 is in lot #65 of the charity auction. (Driver Greatest Hits (disc and manual), PGA Tour '98, MLB 2000)

this was the only good part of driver 2 in my opinion. i can remember spending hours getting absolutely trashed and driving around in the game.
