In case anyone has this issue in the future..

Apparantly there is some Sega CD's that have a completely different fuse on the bottom of the circuit board. It is a different looking fuse, but it has the same specs. I replaced it with the PICA ii fuse and it works perfectly.

No Pica ii fuse on top like the majority of Sega CD's have

Interesting that you didn't have the top fuse. I see you don't have the little add in board that Dr Cirno and I have either.

Yeah I figured I'd post pictures so if anyone runs into the issue they can use this thread as reference.
