27% is kind of a lot, especially for a shitty genre that didn't last long, but i think the system isn't littered with as many FMV games as most people make it out to be.

Right, but Sega tried to push the FMV games really hard with the Sega CD. I mean, just take a look at the infamous commercial:
They showed
one non-FMV game in the whole commercial. Sure, that wasn't all it had to offer, but when all the high-profile games are of a certain genre and no one even hears about the rest, it's just inevitable. It's the same reason the PS3 and 360 seem like they have nothing but First Person Shooters these days, and the Wii seems like it has nothing but mini-game compilations.
