Yes its exactly that. Its downright horrible because the volts keep increasing and you can tlet go because your hands contract around the handles. However in spite of the pain it causes its pretty popular, cant do your heart much good though.

I'm not sure that its actual electricity? I've "completed" it a few times, it seems to be fast vibration, almost like holding a suped up electric toothbrush.

Never seen the steam come out though, I think the local gameworks has that disabled, I imagine it requires some sort of liquid smoke to run.
