Zoo. Zoo is the worst publisher that exists, currently.
Maybe I learned it wrong, but I don't think of "completely and utterly awful" when I hear the word "mediocre". I just think "underwhelming" or "stale". As in, just nothing special. That's why I brought up Sega and Activision.
But yeah, if we're just talking about "Who makes the shittiest games?", it's definitely Zoo.
I agree with Zoo, but Destineer has got to be right behind them. Check out all the "quality" games they release for the DS and Wii.

Meridian 4 (Some ambitious, some imitative, rarely anything memorable though)
Strategy First (notorious for not even paying developers their share)
Sandlot Games (casual shovelware extraordinaire)
South Peak (I don't think they've ever broken out of the low 70s on a metacritic rating)

I agree. It's not that they are "crap" but they are pretty uninteresting most of the time. From the top of my head the Giant series is full of mediocre games except for Traffic Giant and, perhaps, Industry Giant II (If you ignore the bad graphics).
