It's possible PEGI (indirectly?) extends to members of the Commonwealth and/or Francophonie, or the cover could have simply been reprinted with few modifications.
It's also possible the original owner of the game got it from India and traded it in somehow. Stranger things happened.

Maybe they bought the game off of eBay from the same person who sold me my copy of Baldur's Gate two and they decided to trade it instead of mess with eBay.
