From a collectors standpoint that is awesome, never seen one of these, much less knew they existed! From a practical standpoint I can't think of any real use for it, not to mention I'm pretty sure no US PS2 have the PCMCIA slot, so that makes it very much useless to me.
I must admit, I love how they used the PS2 font to spell HDD on the side of it!

I assume that it was used in the development of FFXI and other canned/unknown projects that used the peripheral.
The PS2 network adaptor has HDD written in the PS2 font as well
