What system has the highest percentage of good games?

I'd really appreciate it if someone would go to metacritic or somewhere and find out the official answer to this question.

That study I linked to a few pages back did just that for current gen games (PS3 won), but metacritic doesn't have reviews for older systems and certainly not for the more obsucre stuff..

I think the answer depends upon the criteria we're grading by.
As far as percentages, I think the simple answer is the Neo Geo Pocket Color or the Virtual Boy. Because of the small libraries, it throws the quality ratios to an extremely high percentage.
As far as systems with "highest amount of MUST have games" go, that one is going to come down to personal opinion. My personal feeling is that the Playstation 2 has had more A+ titles than any other system.
If you combine both amount of great games along with factoring in the quality ratio, I think that opens up cases for the Saturn and the Dreamcast.
While the SNES and N64 were staples in my younger years of gaming, when crunching the numbers I don't think I could count more than 40 "good" games from memory for either system and out of a library for each system that was probably well over 300 games that makes the quality ratios rather low.
Ultimately, someone is going to have a favorite system that the rest of the world either missed out on or just doesn't care about and they'll happily collect the things no one else wants. So hey, if the Atari Jaguar was #1 to you, enjoy and forget what the critics say.

The ps2 it has a game library of over 2400 games so some of those have to be good right?

I thought about that, it is a bit cheating as the vast majority of the games are ported from the Amiga and they selected (mostly) the best ones. But it may be correct anyway. There are still a few clunkers in the library though, with some "multimedia revolution" sort of stuff having graphics over substance (Rise of the Robots, anyone?).
I will note that highest percentage of good games is not the same as some sort of weighted average of ratings - e.g. a system with 7 excellent games and 3 bad games versus a system of 8 good games and 2 bad games; maybe the system with the excellent games has a better average quality, but the system with the good games would have the better percentage of "good" games (now, defining "good" is an issue and all that).

Devil Summoner 2 was pretty good, that was recent, there are still a few good titles leaking through, but not many

That's not true. It still continues to get the new sports titles every year. Also, SNK has put out a bunch of good compilations like the King of Fighters 98 Ultimate Match, King of Fighters Collection, Samurai Shodown Anthology, then there was Guilty Gear XX Accent Core Plus, and Motorstorm: Artic Edge is on its way and might be pretty good.
Looking on this board and others that I've posted on, it seems that an awful lot of people have over 100 PS2 games. To me, that really says something. Screw percentages, it's all about the OVERALL number of good games that a system has. And in that respect, PS2 blows away any system that has EVER been made, period!
You have to keep in mind that the more successful a game system is, the more games will be released for it, and naturally there are going to be a lot of duffers in there along the way. It's the nature of the beast.
