Luigi's mansion when you get to king boo and you have absolutely no invincibility after getting attacked because luigi has hip problems and cant get up without taking 5 minutes, so he can take off half of your health in one fell swoop. Jerk.

But Max Payne 2's drugged sequences don't involve falling down invisible bottomless pits like Max Payne did. I dislike both those sequences in Max Payne and it's successor.
Blitz on PSOne had the awful catch up factor. It's one of those games that you need to be in last place until the final few minutes, and you'll dominate.
Marvel vs. Capcom 2's "Take you for a ride".
Kingdom Hearts/Shenmue/Yakuza, prett much any rpg where you haven't played it in a few days, and when you re-start the game, you have no idea what in the world to do.
Every level in Battletoads.
The mine cart levels in DKC.
Castlevania on GB.
Every putt on every golf game.

For me almost any shmup falls into this category. I suck at them, but they are so interesting.
Harder settings on Guitar Hero can get that way too.
It's mostly games that are dependent on systematic gameplay that requires either really good reflexes or good memorization. It's like you know your brain can handle it if you're on the ball, but the slightest slip messes you up completely and you kick yourself for it.

I'd like to second the mention of the Megaman games. I never managed to stick with one long enough to beat it, except for MM2 on gameboy, which has to be one of the easiest ones. I remember finally getting through the Mr. X levels in MM6 years ago and getting pissed off and just turning the machine off when I saw that I then had to play through four Dr. Wily levels.
Also, this one's a little weird, but the original NES Final Fantasy ranks up there. It's not that the game itself was so frustrating-- it's that I managed to get my game erased while in the Elf Kingdom about six times due to siblings or the notorious blinking screen when I tried to play. The NES battery backups were pretty delicate.
Oh, and I recall getting really frustrated at Star Tropics as well. I love that game, but for me it had a high frustration factor since I wasn't that great at it. I was so thrilled when I finally beat Zoda.
Also, I really enjoyed Indiana Jones and the Infernal Machine on the N64, but its bugginess frustrated me greatly. The last level in that game is simply broken-- if you don't beat it in one go, when you restore your saved game vital parts of the level will simply disappear, so you'll just fall to your death when you try to use them. Also, I beat the last secret level several times and it looks like the game simply freezes up when you complete it.

Blaster Master (NES). Once you get both the wall-walking and ceiling-walking add-ons, your jumps have to be absolutely flawless or you will surely die horribly. Awesome music though.

Soul Calibur 2 has a fight in its story mode where you have to take down every female character while they use their most powerful weapons and slowly regenerate health. Frustrating does not begin to cover how I felt about that.
Also, every SNK boss I've ever gone up against. Just about every SHMUP tends to get me too, as I tend to lose where I am on the screen very easily. And the alien levels in Half-Life.
