I get it, but I don't think you do. Nothing like this exists because there isn't really a need for it.
Only game I can think of that needs a dedicated cart is KOF 95. Other than that, every other Saturn game that
uses a cart is RAM...meaning the cart doesn't actually have anything written to it permanently. Meaning you can't program
anything to it...because it's RAM.

Like the other person said, you're not getting it. There's no ROM cartridge that I'm aware of for the Saturn. Just the RAM cartridge that KOF 95 and a handful of other games need. All games are on the CD.

It shows that the game comes with a 1MB RAM cart.

There is a ROM cartridge, and it is used by KOF '95. The other KOFs for Saturn use the 1 MB RAM cart. I'm not aware of any other game that uses a ROM cartridge besides KOF '95, but the damn cart does exist. There probably isn't a flash ROM cart for Saturn because only one game uses it.
