arent they composite, not component?

VGA to Component cables have a VGA plug on one end and have component plugs on the other.

You simply plug the VGA to Component cable into the vga box itself and completely forget about the Composite or S-Video cables.

And what resultion will that show? 480i or 480p?

A straight cable will not do the trick, it won't work without some form of conversion, unless your TV supports RGB on the component y/pb/pr input. If you don't know, it probably doesn't.

Yup, check if your TV supports RGB by putting something you have hookedup to it's Component inputs into RGB mode, check it's manual, or try calling the manufacturer.

EDIT: The resolution the Dreamcast outputs is 480p.

Philips LCD

AV 1: Audio L/R in, YPbPr

AV 2: Audio L/R in, YPbPr

AV 3: Audio L/R in, CVBS in, S-Video in

HDMI 1: HDMI v1.3

HDMI 2: HDMI v1.3

HDMI 3: Analog audio L/R in, HDMI v1.3

Front / Side connections: Audio L/R in, CVBS in, Headphone out, S-video in, USB, HDMI v1.3

Audio Output - Digital: Coaxial (cinch)

Will this work? Also, stupid question with this VGA box will I see a big differance from just a simple S-Video set up?

And it's my fault due to the lack of knowledge I have for AV set ups.

either s-video, or a transcoder similar to this one (click)

edit- keep in mind to obtain the VGA to provide the transcoder, you'll need the VGA box as well. If money is no issue, it should look great. otherwise, whether or not that much $$ is worth the improvement over s-video is probably arguable.
