Do these work on PC as well, or just switch?

Well, they're Switch controllers. So I'd assume you could use them on the PC the same way you would any Switch controller (either by USB or Bluetooth).

(I don't mean that in a sarcastic way, I've just never tried before so I don't know for sure)

I ask because I don’t own a switch, and I don’t know if switch controllers are compatible with PC or not.

I quick Google suggest that you can connect a Switch Pro controller (so I would assume this SNES style controller as well) to a PC via USB and it will be recognized by Windows 10 as a gamepad. Additionally, you can connect it via Bluetooth and it will also be recognized by Windows as a gamepad.

Kinda sorta .. I did the 8bitdo wireless board swap on some OG NES controllers. Never got around to SNES.

I don't have a switch.. is that the only way to charge the NES ones?

Yeah, looks that way. The SNES controller appears to have a USB-C port that you could charge it with. But the NES controller mimic the JoyCons more, and they don't have USB so it looks like connecting them to the Switch is the only way to charge them. That is, unless there's some 3rd party charging solution that would work. I've heard they're too big for most charging docks since the JoyCons are smaller. You could probably hack something up, if you were so inclined.
