The
HD Collection release includes HD ports of MGS2, 3, and
Peace Walker, with the versions of 2 and 3 including most of what the
Substance and
Subsistence releases included for their respective releases. In turn, MGS3 includes ports of the original MSX
Metal Gear and
Metal Gear 2: Solid Snake, carrying over the updated aspects from the PS2/Xbox release (portraits that aren't just Hollywood actors for instance).
As mentioned, the
Legacy Collection is mostly just a bundle of that with codes for MGS/
VR Missions and a patched-up copy of MGS4 (only way to get it retail in the US AFAIK). It
does also include some motion comics as well that had not been available stateside before. It's also only on PS3, where the HD Collection was also on 360 (and Vita, though it didn't include
Peace Walker on that).
So there are those slight reasons to prefer that over the
HD Collection - nothing massive, but it's the clear version to buy if there's a choice.
Personally, I opted for
Twin Snakes when I played through the series - first person aiming does make the game easier, but it also basically makes it play like all of the rest of the 3D entries. Technically, the Windows release also had first person aiming too. The over-the-top cutscenes are kind of laughable, but I think it's a fine way to play MGS. It's the most readily playable "HD port" of MGS - the PC version splits the difference, but it's a little rare, and a bit difficult to get working these days (despite being published by Microsoft - go figure).
