I adore Shantae, I fell in love early this year with HGH, and then went back and played Pirate's Curse and Risky's Revenge (thank goodness for PC ports!). That said, I would go by the initial release and that'd exclude it from the running. Sonic Mania is the best. The team managed an incredible trick of making it feel and sound exactly like its MD precursors while also adding stuff that modernizes and refreshes the formula.
I'm probably in the minority but I don't think Cuphead is as good as the hype is making out. It's good don't get me wrong but beneath the gorgeous visuals and excellent music, the gameplay is a touch too clunky which leaves it a shade away from being classic. Does deserve a nod though, obviously.
Also agree with Dragon's Trap because Dragon's Trap.
Does Ruiner count? The graphics are rendered in 3D but it's retro styled through and through. Somewhere between Chaos Engine and Hotline Miami.
Any love for Owlboy? Years in development, got some great reviews then seemed to just sink away. In a similar vein, Flinthook was a bit of a Twitch darling before Cuphead came along and obliterated everything else.

I will play Mania when it gets a physical release. I will not pay 20 bucks for a digital game. I don't even like to pay more than 5 bucks for digital. My preferred price is nothing on PS+.
