and in roaming through the Sega Genesis games list on wikipedia i came across Alisia Dragoon.

Blaze from Streets of Rage 2 and 3
The white cloaked character from Castlevania 3 was probably a woman but I can be wrong

Not a heroine, but the dark queen from battletoads probably deserves some mention
