It's glitchy meaning flickering/missing polygons, awful sound, a frame rate that often dips to about 10-15 in towns dungeons and other areas with a large amount of objects on screen, random freeze-ups that either cause the game to crash or wipe all your save data, the list of problems goes on and on.
Near the end of the game these glitches all become much more prevalent and annoying which caused me to stop playing after loosing all my data for the third time.
Even though it's being re-released on the Virtual Console I'd say get an original N64 copy for the best playability and bang for your buck.
I completed it on the Gamecube and I honestly didn't find it to be that bad. It only froze once in the whole time that I played the game (which was admittedly annoying), and the frame rate could drop in the middle of Clock Town. I wouldn't say the sound was awful - there were minor problems with it.
It has its problems but I didn't find them to be as bad as you make out. Maybe I just got lucky though, who knows?
I am a pretty big Zelda fan, to the point that I have even beaten all three of the CDI ones, and I view Majora's Mask as one of the worst (Zeldas Adventure and Link Faces of Evil are the only two below it - Ill put Wand of Gamoleon on the same level as it). Maybe it is just because I beat it shortly after it came out and havent really played it since, but I found it to be the most annoying game of the series. The 3 day mechanic, while appropriate, was what really turned me off of it. Sure you can slow down the time of day, but you still only have a set period of time before everything has to start over. I had more complaints at the time, but they were minor in comparison to the time limit. It’s a shame to because I really liked all of the boss fights.
I am planning on playing it again sometime this year, but it is low on my list.
Granted it might move up on my list of Zelda’s because as I play Okami I am starting to like Twilight Princess less and less.

If you have the rumble turned on and your Gamecube set to progressive scan all the glitches start to occur more and more often as you get further into the game.

I played it using the Wavebird which automatically set rumble to off, so maybe that's why I didn't have major problems.
