Recycling has been emphasized much more in Japan, and for a much longer time, than in the US. It manifests itself in a lot of second-hand stores, but there's really no shortage of old games in ratty condition in Japan, any more than there is in the US. Certain stores are more particular about the condition of the used items they take in because they serve a clientele that's also a bit particular. I've noticed in the last few years, though, that more and more online sellers from Japan are happy to sell games in worse and worse condition for top dollar; usually to international buyers.

I believe there's a reason for that: If I'm not mistaken, the Japanese arcade and DC releases of MvC2 each have extra characters that are exclusive to one version or the other. Unless you have an arcade with MvC2, and the VMU interface, nearby, you're roster may be a bit limited compared to the US/PAL versions.
