Do I have the rarest Sonic cartridge EVER!? (No)

So, the original Sonic the Hedgehog. On the Genesis. The art on all of the cartridges I have ever seen aside from mine have this art:

However, my cartridge has THIS art:

That's the PAL design, but my cartridge says "Sega Genesis", and I play it on my NTSC console. Why? Did all of the Canadian cartridges have this art?
Honestly, I don't have any information concerning the origins of it. I've had it ever since I was born when it was played by my sister. I can't find any pictures on the internet of a cartridge with PAL art for the NTSC Genesis.

Yeah, I thought you said that it had the PAL art, but said "Genesis" on the COVER. Which would be much different. But yeah, I'd say it's an NTSC-U Sonic in a PAL box.

I don't have the cover, it's the PAL art on an NTSC cart, and it says "Genesis"! :O
