DUUUDE! I just scored a FREE SF2 cabinet!
So I don't know *everything* about this cab, but I found a Street Fighter II cab on craigslist, from a guy who lives near by for free! He said it doesn't power on anymore, but that's probably just a power supply issue, or hell even if it's a bad board OH WELL. I just got a cabinet for free. I'll know more details on Saturday like Screen Size/official/unofficial, etc. But regardless.... Free arcade cabinet. =)
If it's not powering up, first thing you gotta do is listen.
Your power supply most likely has a fan attached (I have a SF cab that was converted to NeoGeo). Plug it in, power it on. Make sure the powerswitch is on as well.
If the PSU doesn't start up, good chance that's your culprit. While it's not ideal, you can get away with an old computer PSU for now since your SFII board will just need +5 and +12 volts (not every computer PSU has the -5 volts that some games need. Also, the coin doors might not light up if they're powered from -5).
If the PSU does turn on but your game doesn't kick up... could be a bad AC line filter or a blown fuse.
Even if the game board was bad... I'm pretty sure the monitor would still power on. So if the monitor kicks on, you might be looking at cleaning the game board.
First look over it, make sure none of the socketed chips popped out.
If nothing then, take some PCB cleaner from radio shack, start with the JAMMA connector and clean it good. Ditto for the JAMMA harness.
Try again, if nothing then you can try doing a full cleaning. Which would basically consist of removing any batteries or labels from the board and chucking it in the dishwasher on low temperature and no hot air dry (the hot air can warp the plastic). Let it air dry for 2 days and then try it again.
With any luck, it'll just be the power supply.
