..would PAL games be bumped up to 60HZ full screen, or would I need a chipped system for PAL games to do that? Ta.

chips won't help. you'll need an import convertor or patch your discs. i think patching would be better, but then you would need a chip or do the swap trick.

Ah, so running PAL games on a Japanese Saturn (via an ST Ket cart) would still drop them down to 50HZ?

im not sure. you may want to patch a game to pal, then swap it in. see if the hz diff is there.
