Is this a mega cd modchip?

I was having a look in my mega cd and I saw this little board that didnt look right.

Could this be a modchip?

Mega CD's don't need a chip to play copies... Could be a region chip but afaik it's region free as well....

Im guessing its the bios.

I was looking at some pictures of the insides of mega cds and other ones have it so its not a modchip.
