No matter what i choose in the settings the fan always spins 24/7. Very slowly when it's "off" but it is still spinning.
The main reason this is a problem is that i have 9 consoles on my desk and (Xbox)one of them makes a very faint slow grindy-ticky fan noise, unless i unplug it after each use.
I bought and returned 6 fucking Xbox One S' before i gave up, kept one, and accepted they, at least the batch that was made when i was buying, all have extremely annoying, cheap, shitty, grindy fans. They sound like really old IDE laptop HDDs being constantly accessed when actually playing a game.
I plan to install my own fan after warranty runs out.

Pulling the plug out is the only way. You'll also save some money on the leccy bill.

Most computer equipment that runs a fan when the OS is shut off is because of some hardware level setting that either has a timed amount of cooling after shutdown or some sort of thermal detection is triggered.
So either...
A) The Xbox One S has crappy hardware or "BIOS" firmware/engineering that makes it continuously and you're screwed no matter what.
B) The ambient room temperature is triggering the fan. I had overtemp issues with an original PS3 when I stuffed it into an entertainment system. It didn't look very enclosed to me, but the Playstation disagreed. This probably isn't likely because you can unplug it and it doesn't trigger the fan shortly after you immediately plug it back in. (Unless there's some internal setting that won't trigger the fan until it sees that the machine's been running.)
C) Something else is causing it to overheat. In this situation, I'd say it's unlikely. If it were one Xbone - maybe it could be the PSU or something similar causing problems. Even crappy incoming power can wreak havoc on electronics, but you'd probably have issues with more than just your Xbox.
I'm probably way off and can't tell you for sure because my Xbone is a fatty original. I haven't paid attention to it, but I want to say the fan runs for quite a while after I'm done playing and eventually shuts off. I'll have to give her a spin and test it out.

It does have one of them "figure 8" type standard power cords. I wonder if there is a switch i can buy that is on the console end.. Between the console and the cord. Instead of having to go to the plug every time. Swear i've seen them before.

I've owned an original model XBO and now I have an XOX. Almost always used "Energy Saving" mode for shutdown, never heard anything coming from either system while in that mode. On my original XBO, when I did use "Instant On" mode would cause the fan in the PSU to run at a low speed compared to when the console was fully on.

Also, have you tried holding the power button until it beeps? It's around 2 seconds I think, it powers off completely as far as I know.
