What is this game?

So there's this game I remember playing like once, and I'm trying to figure out the name so I can go fetch it and play it again.

It's on PC and I'm pretty sure it's free. It's got 8-bit pixel style graphics, and if I remember correctly the game itself is meant to be a joke or at least has some funny references. The art style is EXTREMELY similar to the AVGN game but I know it isn't that. It might be a shmup also. It's either a shmup or a platformer.

I just remember it being hilariously obnoxious, with bright vibrant graphics. I vaguely remember a crazy rainbow background and either you were playing as a cat or you were fighting a cat. Coulda swore I've seen screenshots of it randomly online but go figure, I can't find any now.

Anybody have any clue what in the heck I'm talking about? It's driving me nuts and I wanna figure out what game it is. XD
