I'm getting a green screen when I turn on my SNES. Everything in the background that should be black is green...
any suggestions out there or someone that can tell me how I can fix it without breaking the bank?

Try cleaning the console cart slot and all game carts. If you have already, explain in detail what you did to clean them.

Clean with rubbing alcohol and Q-tips. There are plenty of tutorials around the net explaining how to do this, don't follow the ones telling you to use shit like Windex though.

I am not sure if I have seen that before, I do not know what the problem is but it sounds like a custom ic or something to me. To be honest if that happened to one of my Snes consoles I would open it up for a quick look but if there is nothing obviously getting hot or blown then I would consider it quite terminal.

Actually, have you tried another cable or a different TV? It could be some sort of interference and unhappiness upscaling on a more modern TV.
