My mom has been playing Plants vs Zombies 2 in her iPad for a while but after an update rolled in, she hasn't been able to play because the game crashes after loading. She has deleted the program, installed it again only to see the same save data was still in and then having the program crash again.
What can she do to play the game again?

what iPad is she using and what iOS version? when you say "update" do you mean an update to the app or a system update?

As aaron said, it depends on what kind of update was made. Did she update the iOS software or was it the game software?
Try turning off the iPad completely and restarting it. After that, try to start the game again. Regardless, it seems that whatever update it was broke the game for your mom. Unfortunately, this kind of stuff happens frequently on the App store and the best you can do is submit a report to the developers so that they are aware of the problem.

My mom says it's an Apple Retina 4 running the seventh OS or whatever Apple calls it these days
