trying to find out the name of a cartoonish space rpg segamd

I'm trying to find a game I played a long time ago. It was on sega megadrive. Looks a bit like toejam and earl. But it's more of a rpg set in space. Name was something like commander cosmos. You play this guy and fight or talk to aliens and I think he had a sidekick.
