I am always baffled why companies don't reprint disc based games when they start commanding a high used price. Atlus does it from time to time though not as often as I would like. I think Gamestop is catching on though there is some debate whether their recent influx of Xenoblade and Metroid Prime Trilogy is a reprint or withheld old stock.
But regarding Suikdoen II, it took me nearly a decade of looking before I found a copy at a reasonable price. I think I paid around $55 shipped for a disc and manual only copy. I printed up a rear insert and stuck it in a replacement case. I certainly treasure my physical copy but I would have gladly traded all that searching for $9.99 PSN release.

I got a complete copy at a pawn shop a few years back for 14.99...I already had a copy at that point though, so I flipped it on Ebay for 115. The joke is on me though, as it the going rate now is about 175...
