Its a homebrew application to let you watch movies on your dreamcast.. there are a few of them out there.. read up on some here

dont even bother with it. its just a software based VCD player. you can get much better video if you use sofdec. there's a kit on underground gamer that has all you need to make full movie discs viewable on a dreamcast in decent quality
