I realized it during the final rinse cycle. I tried to turn it on and it didn't work. I plugged it in... nothing.
It is now sitting in rice. Does this thing have a chance of working again?

It'll be rusting and oxidizing on the inside. So even if it does eventually turn on there may be problems, and they are only likely to get worse.

Your mistake might of been trying to turn it on. Water as a general rule doesn't mess with electronics, I've heard of people washing electronics in dishwashers (!) and after drying them off properly they worked fine. The problem is, if you try to turn something on while it's wet, the water will short it out causing problems.
Your best bet now is to leave it in a sealed container full of rice for about 48 hours, this has worked for after I made the mistake of turning the device on.

Rice helps dry it out, but it does not remove the impurities in the water. And that is mainly what is going to cause problems. I would never recommend using rice. If you want it fixed 100% you would just have to take it apart and know what you are doing, take it to a reputable repair shop, or get it replaced at Apple.

I've never done the rice trick myself, but from what I can tell, it's really only meant to be done if the phone has only made momentary contact with water (e.g. dropping it in the sink). I second this, especially the latter option if the iPod is under Applecare. Why oh why oh why does everybody try turning it on after putting it in water? You can get electronics as wet as you like as long as you dry them out fully before turning them on. If you're unlucky you might get a short from sediment or leaving them submerged for too long (caused by corrosion). A quick splash is not going to kill electronics instantly if they are not switched on. In fact a lot of modern mobile devices have submersion sensors on them for just such an event. Dry them out fully before turning them on, I thought this was just common sense but I'm beginning to think this really isn't as common as I thought.
