It has to be. Everything about this game is incredible. You have full screen graphics on a pre HD console, 3 ships that feel different and are equally balanced, a customizable difficulty level so that anyone from the biggest sissy to the ultimate badass(me) can play, it looks better than most games on Xbox Live arcade, you have more freedom of movement than any other game in it's genre and the controls are simple to learn and work perfectly.
Yeah, and the soundtrack of course kicks ASS!
The Dreamcast in particular is home to a plethora of absolutely amazing Shootemups and I own them all. Bullet Hell style games have long been one of my favorite genres and if there is a better game of it's type than Zero Gunner 2 I have yet to play it.

Actually, the soundtrack is the weakest aspect to a pretty awesome shmup. The music just feels. . . Odd. And its very low pitched in volume, don't like that.Yeah, and the soundtrack of course kicks ASS!

I'd be inclined to agree; the music is very lacking in comparison to others.

Yeah, I've played a few shmups that just make you go, “How in the HELL am I supposed to avoid that?” This was not one of them. It's definitely a cool and unique game, though.

My interpretation of bullet hell was any shmup where you die with one hit. In any case, it's my favorite shooter on the Dreamcast and one of my favorite games of all time.
I really liked the Soundtrack. Almost all Shmups on the Dreamcast have excellent soundtracks. Only Dreamcast Shmup soundtrack I did not like was Border Down's, rest of the game is great though.
I heard Trizeal has a great soundtrack. I only just bought it on Ebay yesterday so I still have yet to play it.
