Ridge Racer PSP - MAX tours? Special cars?

So, I beat all 39 of the Basic, Pro, and EX tours in Ridge Racer. Awesome. All of my cars are unlocked except one, the fourth SPL car. Anyone know how to get this?

And, what's up with the MAX tours? All the other cars have unlimited boost. I can't win. I love a challenge, but the only way I can think to stay ahead is to use your rear view mirror and make them rear-end you. And if two come at the same time, you're screwed :D Has anyone beaten the MAX tours? There's a rumor floating around that not even the dev team could win.
