Dreamcast Gameshark Torrent?

So, since I'm broke, I got intrigued when I stumbled across this torrent for a Dreamcast Gameshark. But I don't know the first thing about that sort of thing, so I was wondering if there's anyone here who can tell me if I need to do anything other than just burn this to a CD and if it even works. If someone could help me out understanding this, I'd really appreciate it.

I have the actual disk, but I'm pretty sure it's useless unless you have the device you plug into the controller.

I imagine the disk merely works like a boot disk that allows you to view and edit some settings in the gameshark device. But the device is still what does the memory manipulations.

Well, according the comments, the disc file has a crack so that it allows you to save the codes to any VMU. But I've never used a DC Gameshark, so I don't know how much sense that makes.

I haven't personally used it (I got a Gameshark disc + dongle as part of a Shenmue 2 bundle way back when), but it should work just fine. The dongle was just a form of copy protection and a memory unit, it didn't perform any memory manipulation.
