Rob the Robot problem but moving ok?

Ok, so I have finally added a NES Deluxe set to my video game collection, and with much excitement have just been trying to get ROB working. I am using an old CRT TV (Duckhunt works like a charm) and have put fresh batteries in both ROB and the spinner ready to play Gyromite.

When I switch ROB on he immediately starts moving. He goes upwards, and rotates to the right (clockwise). The arms rotates about 120 degrees, so they are pointing mostly behind, and the arms move all the way to the top. However he then keeps making a noise (I think it is trying to go up higher) and doesn't stop until he is turned off. If I turn ROB back on in that position he turns another 120 degrees clockwise, and still continues to make a noise as if the arms are trying to raise (but can't as they are at the highest point). I can repeat this, and the cable becomes coiled around the base (I haven't done it more than 2 and a half times as I didn't want to damage the cable).

I can manually reset ROB to the base, arms facing forwards, but it just does the same thing again. As you can probably guess, I haven't had a red led light up yet.

I have tried different light, distances etc, and nothing seems to help, so I think there is either a problem or I am being pretty dumb.

If anyone has any ideas I would be very grateful.
