A windows version
I decided i will buy a Windows licenses, but I am trying to make up my mind between win7 and xp. Mainly I want to play games from say early 90s to mid 2000s or so.
I was going to buy XP but now that I realised its 10 year old OS it got me scared and wondered If I should get Win7.
i am getting XP, if its cheaper than 7, unless you think I should get 7 forever hold your breath(this will be expensive, its like $200 i think)

Get Windows 7 professional or ultimate edition. Then you will get XP mode as well.

This. Everything that worked on XP will work on it, and you'll be up to date as far as the OS. Lots of games don't support XP anymore either so if you end up wanting to play something newer thats something to consider.
Older. Not wiser.

A big question is what kind of computer are you going to be installing this onto? Specs wise.

If your computer is old, there's no point in putting Windows 7 on it. It'll be slow and chuggy.

XP Mode is a basic XP image + stripped down VirtualPC to run it on. It's not intended for gaming.
I would still say 7 is the way to go - most likely it'd even be cheaper. XP is no longer sold in OEM form, and is almost at the point where it'll be unsupported. Newer hardware may not have XP drivers, or may not coninue to see updates to them.
Another consideration is that if you're looking at early/mid 90s, a lot of games were still DOS based. Even after Windows 95 hit, plenty of games either had a DOS and Windows version, or just expected you to restart the machine in DOS mode. dosstart.bat existed for a reason

XP is still basically Windows 2000, which is Windows NT - a workstation OS. While 2000 did run a lot of software, XP was the first convergence release. Until then, a lot of games were targeted at 9X - essentially, you're not ensuring a lot of compatibility either way for that time period. From early 2000s on? Probably. But not with the 90s. Again, a lot of that will wind up being DOSBox fodder either way.

I thought XP was backward compatible with 95. I want to play game like Phantasmagoria for example and Deus Ex and the like. Theme Park is an old game that I want to run for a very long time now.
If XP is not backward compatible then I See no reason to buy it over Windows7.
I have the idea that Windows XP is rock solid, and Windows7 is not as much. Is this a false belief? because I keep wonderin why have many not upgraded to 7 and we are in its the end of its life time?

Windows 7 has been widely adopted, and is in fact more popular than XP at this point.
We're nearing the end of 7's life. Windows 8 is around the corner, but apparently other than some UI changes and ARM support it's still the same OS.
Windows 7 has been much better to me than XP ever was. I haven't had a single problem with 7.
Older. Not wiser.

Already? I still haven't upgraded from Vista.

I don't have a Windows 7, but my mom does. And while it seems like a great OS for modern stuff, I find it to be even more difficult than Vista when it comes to running Windows 9X software.

XP is rock solid, but so is 7. XP is outdated but if all you want to run is from 2004 and before, you will have no issues with XP whatsoever (just make sure to upgrade to Service Pack 3). 7 is a better OS and has far more options for tweaking, but like I said, if XP will do what you want, then go with XP. Out of the titles you mentioned, you can buy all of them but themepark through GoG and they will run on XP or 7 no problem.
The reason alot of people have not upgraded from XP is multifaceted. Some programs do not run on 7 at all - ie some specialized printers and CNC machines. Some people just dont need to upgrade. But probably your biggest reason XP is still everywhere is that companies have XP on thousands of boxes and terminals, and the cost to upgrade is very very high.

7 is widely adapted and is more popular than XP for new pcs, but it is no where near as used as XP:
