Copy N64 saves from one Controller Pak to another

Is this possible? I tried launching Perfect Dark with the Start button down which brings me to a memory management screen, but I can only delete saves, not copy them from one Controller Pak to another. Is there a game that permits this? I originally only had one Controller Pak, but it's getting full so I want to organize them and put Japanese saves on one Pak, and American saves on the other.

I know you can do this via a gameshark. You can even back up and restore cart game saves with one.

I've done it before by loading my save as normal, switching the memory card and then saving the game again. Not exactly recommended but it worked for me.
