When I bought my Philips 220 CDi I had similar problems. The drive tray and actually come loose and broken into 4 pieces in shipping. I was able to find a guy in NY that sells CD-i parts, and I bought a new one. While waiting I epoxied the old one back together, and it worked just fine. So I've saved the new one for if the old on ever breaks. After fixing this I found the drive didn't close all the way consistently, so I figured the band was bad.
I also had the band issue. I found replaced it with hair tie rubber bands they sell in the US. They're not like regular hair ties, there just really small rubber bands. Whether that will be as strong as the original ban, i don't know. I also used some household oil to lubricate the drive and gears. I should have used lithium grease I'm sure, but household oil is easy to get. The drive really work well after a tiny bit of lubrication.
