Yes, there are a ton of free shmups out there. Check the doujin, browser, and free pc games links in my signature below for links to a lot of free games (many of which are shmups).

EDIT: someone complained about the legality of my post, so I'm noting now that most of these are trial versions to clarify that they are not illegal downloads. The others link to official pages and the one questionable one (AirRade: Air) has been removed by request.

Downloaded exceed and basically clicked "next" I assume since it was in Japanese. Now I can't even find the game haha.

Bullet Candy Perfect and Irukandji - nice to look at too, but major slowdowns if your computer can't handle it.
