Dreamcast BBA - a few questions

I'm looking into getting one of these soon, primarly to rip games, but have a few questions.

1) Will a Japanese BBA work on an US Dreamcast?

2) Can I make backups of Japanese/PAL Dreamcast games from my US Dreamcast?

3) Is there a modern/homebrew web-browser out there for the Dreamcast?
