Bought a Dreamcast from Buybacks yesterday. Took it home and proceeded to burn marvel vs capcom. When I tried to play it. The music screen came up. So I burned some home brew cdi self booting games and the samething happened.

Try an official game. I cannot remember when they stopped making consoles that boot CD-R discs.
Your laser lens may need cleaning and adjustment. Could also be burned out, but I would hope not.

The circle with the 2 is the important bit -- that's the revision where Sega modified things so that the existing methods of booting CD-R wouldn't work. Your model doesn't boot "mil-cds". I forget exactly what the process is, but you just have to burn the games differently to get them to load.
ALL Dreamcasts can boot CD-Rs. Whether you have revision 0, 1 or 2 the method is slightly different, that's all.
Edit: Look for a circle with a 0 or 1 if you don't want to go to the extra trouble.

Interesting. I didn't know that. Every game I have burned is a self booting CDI. Never even checked to see which revisions my two Dreamcasts are.

Re: Dreamcast HKT-3020 December 2000 problems
I have a dreamcast same as yours except October 2000. Has the 2 with the circle. Purchased it on ebay maybe 3 months ago. I purchased it first then emailed the seller asking him what was the Manf : date as i recalled several people here an else where posting about possible problems with backed up games. He never responded to my email. When i received the dreamcast an notice the manuf date
I thought i would run into problems. I emailed the guy back he finally responded an said fine I can return it. Same day i get an email from ebay saying the guy account was suspended blah blah. Well to the exciting part it plays every single backedup game i have. Even ones that i thought where coasters an never loaded up for me on my original release date Dreamcast. I even threw some badly scratched games at it....loads them 98% time no problem no skipping or freezing.
Well he is the one flaw occasionally(maybe 1 or 2 times out of 30 plays) the drive locks up.
An i have to gently push the mechanism up. When it's not doing this it plays every game i have the first time 98%of the time with no freeze up. I suspect after a while it will stop working though but besides this i havent had any issues with games.

November or December 2000 is the actual cut off date. But it is easier to remember to pick up a 0 or 1 when out and about and be 'safe'.
